DnD personal toolbar weirdness from URL duplicates

Details
1. Drag a URL into PT.
2. Do it again.
(Only one of the two will show? Is this correct behavior?)
3. Delete item from PT
4. Exit Restart Browser.
5. Item will still be there (assuming this is from the second drag that didn't
show, note if I drag more than twice it doesn't matter, so if you
delete/exit/restart it till be gone after the second delete no matter how many
time s your dragged)
6. delete item
7. Drag a URL twice again.
8. Delete item.
9. Redrag same url between other items at a location where it was in the first drag.
(Item will appear in the place where the second drag occured, if you do this
enough times you can get some weird results with where you placed it and where
it landed.)
