Hey David, is the SecureBrowserUIImpl rework we talked about happening? What sort of schedule are we looking at for it?

It is happening - we've made some progress, but nothing that would affect this yet. See bug 1110835 and bug 832837 and in general the tracking bug 832834. I don't think anything has landed yet, if that's what you're asking. So far the schedule is to see what small things we can get away with before we have to do any large restructuring.

What we really want to know is if the new stuff is going to land soon enough that we don't need to fix this bug. Will the new UI land by Firefox 40?

I'm hoping to do much of the work in 2015Q1, so yes, that work will probably address this bug by 40. As it happens, bug 764496 might actually fix this by addressing the issue more directly.
Depends on: 764496

Is this still reproducible in a recent version of Nightly?

This isn't reproducible anymore in in Nightly with e10s enabled, in Windows 8.1 or on Mac. I think it's been fixed. Marking WFM since I'm not sure which patch actually fixed it.
