Bug 1109120 adds a GeoIP-based location lookup, with fallback to a timezone hack for determining US vs. non-US. We should continue to prefer the geoIP if we can get it, but if we can't, we should fall back to using the system APIs exposed in bug 1102297/bug 1102295 instead of the timezone fallback. For Linux, we can stick with the timezone fallback for now.

When we use the geolocation monitor in Region.jsm, we will be picking up the location from the OS
