Bug 1109120 adds a GeoIP-based location lookup, with fallback to a timezone hack for determining US vs. non-US. We should continue to prefer the geoIP if we can get it, but if we can't, we should fall back to using the system APIs exposed in bug 1102297/bug 1102295 instead of the timezone fallback. For Linux, we can stick with the timezone fallback for now.
