Bug 1109120 adds a GeoIP-based location lookup, with fallback to a timezone hack for determining US vs. non-US. We should continue to prefer the geoIP if we can get it, but if we can't, we should fall back to using the system APIs exposed in bug 1102297/bug 1102295 instead of the timezone fallback. For Linux, we can stick with the timezone fallback for now.

[Tracking Requested - why for this release]:

Gavin will correct me if I'm wrong, but I'm confident this isn't for 36.

I wanted this for 36 initially, but bug 1102297 isn't ready and we're too late in the cycle.
Depends on: 1130132
No need to track this for 37.

When we use the geolocation monitor in Region.jsm, we will be picking up the location from the OS
