1122117 - Add 'wrong version' user rating flagging reason

Many user reviews are along the lines of  'App not working in my device on version 1.x' even after the developer has specified the version in the description.

The underlying fix is https://bugzil.la/1108570 (or a magical future feature detection that covers all platform changes) but in the mean time, reviews are getting left and we should be explicitly allow them to be flagged for removal.

Marking productwanted because the real fix would be to fix bug 1108570 but that is tied up in the feature detection debate.  Dbialer is scheduling a meeting about that this week.

what's the scope for Chapter Two?  (and tracker bug)

We had decided to not open Chapter 2 in advance of Chapter 1 completion.

That said, we shuffled Chapter 1, and I haven't re-visited the fallout to see if Chapter 2 needs to be reshuffled as well. I will do that this afternoon and send you a link.
