Currently, the value 21 is hard-coded, but (as hyatt mentioned in bug 93839)
this should be fetched from the look and feel so we can platform-specify it.

Is this gonna remain Futured? If it's not getting fixed in 0.9.7, will you
release-note the problem for themes authors out there who haven't tracked the
day-to-day changes during 0.9.7's development?
