1131980 - Release mozinstall 1.11 to pypi

mozinstall got a couple of updates but we never actually released it to pypi since April 2014. It would be good to get a new version out.

I just wonder if we should wait for bug 969334. I will check that in the next days.

I don't think that we should block on bug 969334 here. It was an issue no-one has been seen again for a while now. So I will go ahead and do a version bump and a pypi release.
