While rebooting hosts to pickup kernel upgrades I noticed ubuntu64packager1.srv.releng.use1.mozilla.com was not very similar to our other ubuntu server systems. Most noticeable was the legacy grub being used. Which isn't compatible with the grub module. Needless to say it didn't properly set the new kernel to boot.
As :dustin suggested, we should just rebuild it with proper AMI. In fact, it should probably be a Ubuntu 14.04 system

With the changes I made last week to the grub module to handle legacy grub I was able to upgrade the kernel on this host with a puppet run. We can revisit rebuilding it when we finish the work of building AMIs on Ubuntu 14.04. Instance has been halted.
