This bug covers the work to modify the TP team's shavar scripts [1] to create a Shumway list from a TBD subset of the Disconnect blocklist [2] and upload the list to Cloud Service's shavar service.

I have created an initial whitelist. It has not been imported into shavar yet (bug 1147057) and it will surely need to be revised, but it does exist.
