1148920 - Remove import-buildbot-data.py cron on TBPL prod/dev

TBPL is in the process of being EOLed (bug 1054977).

Please can the cron job that runs import-buildbot-data.py be stopped/removed on both tbpl.mozilla.org and tbpl-dev.allizom.org (we don't have a staging instance set up), since we no longer need to import data into TBPL.

Afaict this is set via:
modules/webapp/files/genericrhel6/admin/etc-cron.d/tbpl.mozilla.org
modules/webapp/files/genericrhel6/admin/etc-cron.d/tbpl-dev.allizom.org

I've removed the cron job from production (it was the only job in the file).

In the dev crontab, I commented out both the import  and the "cleanup import logs" jobs; I left in the job that updates TBPL every fifteen minutes.  If that job should be disabled as well, let me know.

Thank you for this! Let's also remove the update dev cron too - we have chief there as well, so if for some reason need to push, can still do so.
