Details

This is the bug to figure out how people are ending up with webapps whose localId is zero. This is spun off from bug 1152114 and bug 1001836. I also got a message from Yoric where he said: "Indeed, I apparently have two WebApps with a localId of 0: - One written and installed by me from github. - One written and installed by me from localhost."
Per bug 1238079, we're going to disable the desktop web runtime and remove it from the codebase, so we won't fix these bugs in it.
