1154062 - Deploy updated runslave.py to all Windows slaves

In bug 1143018, we updated runslave.py to normalize the current set of slavetypes and the basedirs they use. This file lives in puppet, and the Windows slaves (build/try/test) are currently using a static version copied from puppet at some arbitrary point in the past.

We should either update that static copy in the GPO(s), or start updating that file on Windows using puppet. Personally, I'd love to start using puppet for this.

Puppett for testers is a ways away however, we could have the gpo pull from a latest source in the  puppett repo the mean time.

GPO updates should start propagating now.

Apologies for the slow action on this bug. I failed to understand what was required until I dealt with similar bug 1154062.
