Description:
If the rocketbar is in the status bar while in the browser and the SIM Pin selection screen pops up, the user can select the rocketbar but it will only show up behind the SIM pin dialogue.  The user must dismiss the SIM PIN dialogue before they can access the rocketbar again.

Pre-requisites:
1) Have a SIM PIN enabled on the phone
2) Elect to skip all SIM PIN dialogues before reproducing the bug

Repro Steps:
1) Update a Flame to 20150422010202
2) Open the browser
3) Scroll the entry page down so the rocketbar enteres the status bar
4) Use the power button to sleep and reawaken the phone
5) Unlock the phone
6) Select the rocketbar on the SIM Pin dialogue screen

Actual:
The rocketbar seems to expand, but the user cannot interact with it.


Expected:
The rocketbar is not visible, or the SIM Pin dialogue is dismissed to show the rocketbar instead.

Since bug 1150025, the SIM dialog should close when tapping on the rocketbar.

The problem here is that the rocketbar is not being activated when clicking on it when is collapsed. As soon as we fix that, this bug will be invalid. I'll try to find the issue with the minimized rocketbar.

Actual Results: The Rocketbar expands behind the SIM Pin dialogue and cannot be interacted with until the user dismisses the SIM page.
