Reproducible with Nightly 41.0a1 2015-05-26 under all platforms. Regressed by bug 1136139
Steps to reproduce:
1. Disable Search suggestions or set as default search engine Twitter (or another one that doesn't provide search suggestions)
2. Perform some searches to create some history entries
3. Make sure there is no text on Search toolbar and press the Down Arrow to open the Search panel
4. Select with mouse or keyboard the history items and press the "Delete" key
5. Remove all history items
Actual results:
1. The white space is visible
2. Selecting Down Arrow for a few times will only go to the first one-click search engine. There are no errors in console.
Expected results:
No white space remains after deletion, just as in bug 1109636 spec: https://bug1109636.bugzilla.mozilla.org/attachment.cgi?id=8568104

I've just tried this on the latest nightly. This is now working fine, the only remaining issue is already covered by bug 1327603.
