117104 - apostrophe is in the wrong side of the space on MacOS 9

bug 116982, bug 117028, 117098

Attachment: the ' is shown in the wrong side of the space

notice that the ' character should be the in the left of the 2nd left most word, 
instead of the right of the 1st leftmost word. in other word, it should be in the 
right of the space, not the left of the space. 

Not a problem on Linux . Not a proble on japanese WinNT

Not sure about MacOS X yet.

cannot reproduce this on MacOS X after taking 
bug 116982, bug 117028, 116976

still reproduceable n MacOS 9

I believe the following three patch should fix most mac os hewbrew problem

big endian issue in nsFrame.cpp
