We don't seem to have a limit for the length of text on this input. Do we want to add a limit? If we aren't having abuse issues with this form I don't see the point in adding a limit.

As long as we're talking about the Report Issue for a website, and not bleeding over to the webapp analoge (which I guess would be Report Abuse?), yes.
