I had this issue with IRCcloud today: The page was in a pinned tab and briefly played a notification sound. After that, I wasn't able to click the pinned tab anymore (even though the audio indicator was gone). The hover effect of the tab still showed up, but I wasn't able to activate it by clicking.

I regularly have this issue using Pocket in a pinned tab, and was about to file the same bug :)

The issue makes it especially difficult to click the tab if I'm watching a video I saved for later (screenshot attached).

This was fixed by bug 1193830.

The bug you described is exactly bug 1196056, not this one.
