system settings dialog check centering is not correct anymore
I'm seeing a regression with the check system settings dialog on startup. its
centered on 0,0 screen coordinates, see bug 113283
|

this is what shows up with the alert box checkmarked to check system setting
upon startup everytime.

This seems to be a duplicate of bug 118999. Since the screenshot does not show
the text of the window and I have no Windows system here, I can't test for sure.

Yay. Another dup described the dialog decently, so this is definitely a duplicate.
