Recently linux32 and linux64 ix talos pools were rebalanced a bit to allow ~10 linux32 machines to be reimaged as win10 machines. See bug 1151591 for details. In bug 1192994 There is a discussion from IRC regarding adding more machines to the linux32 pool since enabling e10s tests had put more pressure on our linux ix pools and linux32 is half the size of linux64 https://bugzilla.mozilla.org/show_bug.cgi?id=1192994 One of the suggestions is to reimage 5-10 linux64 ix machines as linux32 (This doesn't preclude the other suggestions in bug 1192994 from being implemented, i.e. seta for talos). This bug is just discussing the issues with re-balancing the 32 bit pool given that it was just reduced in size yet the pending counts are a concern for the sheriffs.
Keep in mind that the slightly misnamed bug 1141416 is actually "we haven't been able to successfully image a linux*-ix machine for more than a year now" so until that's resolved reimaging a batch of linux64 machines is most likely to just result in fewer linux64 machines without creating more linux32 machines.

With bug 1141416 fixed, are we in a better shape now?
Better but not quite there yet, some moving would be reasonable now that we can. Yesterday's wait was 87.75% started in the first 15 minutes for Linux32, and 100% for Linux64, Monday's was 64.92% and 99.62%. If the waittime emails are actually accurate about job numbers, Linux64 is doing around 5% more jobs, though the Android x86 jobs that make up that 5% are some of its longest jobs, so I'd probably fudge and split them more like 60 and 84, but still, move 15 instead of 5 or 10.
