Description: After downloading an Mp3 and attempting to play it from the Notification window the user receives a message saying Audio cannot be played, format is unsupported or file is invalid.

Repro Steps:
1) Update a Aries to 20150811152431
2) Download an Mp3
3) Open Mp3 from Notification tray.

Actual:
User receives a message saying Audio cannot be played, format is unsupported or file is invalid.

Expected:
It is expected the user is able to open MP3 files from the notification window.

This issue DOES occur on the Flame Master.

Result: User receives a message saying Audio cannot be played, format is unsupported or file is invalid.

This issue is verified fixed in the latest Flame and Spark 2.5 builds.
Downloaded mp3 files can be played from the notification properly.
