Reproducible on: Firefox 42.0a2 under Mac 1.Launch Firefox with clean profile. 2.Click menu [≡] → select "Customize". 3.Drag several items from the palette and drop them onto the menu panel in order to activate the scroll bar. ER The scrollbar is successfully displayed in menu panel in Customize Mode. AR The scrollbar misses from menu panel in Customize Mode. I don't think the regression window is correct. The August 7 nightly is already broken, AFAICT.
Different regression range: https://hg.mozilla.org/integration/mozilla-inbound/pushloghtml?fromchange=29cc14174cc7&tochange=48f9d0c0f352 This corresponds to the fix range: https://hg.mozilla.org/integration/mozilla-inbound/pushloghtml?fromchange=8b1af9399960a8b174840d3d29fd87584847a510&tochange=3341eda2963a1678b85deecaa790dbe71c963aa8 in that both have a commit regarding the quad culling algorithm. So I suspect this was regressed by bug 1186236 and fixed by bug 1192192. We should see about uplifting that, I guess. Jerry or :nical, can you take a look?

This issue is not reproducible on Firefox 42.0a2 (2015-09-01) under Mac OS X 10.9.5. The scroll bar is successfully displayed in Customize mode. Marking this bug WFM (fixed by Bug 1192192)
