After TV OWD feature is landed, we introduced a new type of app, a website bookmark, that can be added to App Deck just like an app. However, this kind of app currently is not be able to be recorded by metrics. We may need to fix this.
I can see strong privacy concerns here. For mobile phones, we have been allowed to only record app usage metrics from gaia apps, pre-installed apps and apps installed from Marketplace. I understand that for TV things are already a bit different as there are two Marketplaces available. But I still think that privacy concerns around tracking website bookmarks are still valid.

We will need to review the metrics framework for TV with Legal and Compliance to see what we will be able to track with their approval.

I just want to clarify that we are not trying to track all website bookmarks.
The latest Marketplace will have items of apps and websites shown together, and we can "bookmark" those websites just like installing an app. These specified kind of websites are what we wanted to track, and they will not be launched through Browser app. They're launched by calling window.open(). (which let them behave more like apps for user).

We'll not track bookmarks from Browser app, and of course websites of user-entered URLs, either.

what we really want to understand is how frequent the apps (in the TV case, those hosted websites) are being used *within* TV Marketplace (Aka Web Apps), similar to the idea of our mobile and mobile marketplace. It's just that apps on mobile can be packaged apps and for TV, it's just all hosted. This discussion is only about the metrics for *within* marketplace but not browser. 

Since the TV Web Apps (/Marketplace) is a curated list of TV optimized web contents that provide a click through experience, similar to mobile Marketplace with many offerings of apps. What we used to understand from mobile marketplace, we'd like to understand from TV marketplace as well, namely which offering from the Web Apps/Marketplace is popular and how the users are spending time with it. 

So agreeing with comment 2. But if we feel it is too much tracking to record all the Apps that got opened in the TV Web Apps/Marketplace (since everything is hosted, all contents in the TV Web Apps/Marketplace can be opened instantly without installation), we can discuss whether we only record app usage on Web Apps that users Pinned/Installed

I talked to the team today. The important thing to me here is that the content will still be a manually curated offering so that we will, at this point in time, always know which apps will be tracked - even if they are not packaged ones.

So, from my perspective it seems ok to proceed with this approach.

Sure, ddurst, forgot to add that in my last comment. Let me add here:

"This approach" means that we will add the curated set of web apps in the TV Marketplace into the App Usage tracking similar to packaged apps. So usage tracking will be similar for all apps from Marketplace.
No longer blocks: TV_Marketplace_2.5
Since we've decided to track the preview window (no matter it's an app or a website) in bug 1237223, I'd like to deal with these two bug together. So close this bug and let's follow up there. Thanks.
