This bug also covers the initial install of the package as well as files:
dumbwin32proc.py
tooltool.py
Also includes C:\mozilla-build\python rename to C:\mozilla-build\python27.
Most of this work should have already been done for 2008. Just needs verification.

Moving dumbwin32proc.py to its own bug 1247709.
The remaining scope of this bug will be handled with that patch for Bug 1247708.
