Let's make the user completion field as fast as possible by indexing all the users in elasticsearch. This is a more bite-size goal compared to "index all the things in elasticsearch".

Here is the benchmarking data (simplistic as it is) for the current REST api (/rest/user?match=) vs a light-weight (and currently no-auth) endpoint and one using BMO's current REST api.
