STR: 1. Enter a new bug, and ni? somebody who is not accepting needinfo requests. Submit this. 2. Observe the page telling you said person isn't accepting needinfo requests. 3. Navigate back, as said page tells you to do (I believe it says "try again"). 4. Submit the new bug again. 5. Note scary form about not having a proper token to submit this (why not)? 6. Proceed, as none of the warnings appear to apply in this case. What wasn't obvious to me is that this actually files *two* bugs that are identical, but nothing in step 2 tells you a bug has been filed. This was surprising to me; I think the not-accepting-needinfo/request warning needs some changes for this case.
I just got bitten by this as well (bug 1478702 / bug 1478703). What would it take to make this not file the bug, or to make the interstitial page clearer that the bug did get filed? Dylan?
