1261780 - Only save screenshots when viewing a web page

Nightly 04/03 Android 6.0.1 

Step to reproduce:
1. Open Nightly and go to Settings
2. Take a screenshot
3. Check the Screenshot's name ( go to folder and see latest screenshot)

Actual results:
- the file is named with the last page visited before going to settings 

Expected results:
- something related to Firefox Settings or something similar should be the name of the file.

As mentioned in bug 1261765, we shouldn't be saving screenshots taken in settings. Morphing this bug to be about that.

We should also avoid saving screenshots for other parts of our UI, like the tabs tray.
