1262209 - Stand up the new domain name for the new discovery pane

In https://github.com/mozilla/addons-frontend/issues/121 it was stated we wanted a new domain: discovery.addons.mozilla.org

We'll need this domain set up (and think about dev and stage) as well so that we can change the pages and permissions in Firefox 48. If this could be done in the next week, that would really help.

To match current naming conventions:

dev:

discovery.addons-dev.allizom.org

stage:

discovery.addons.allizom.org

prod:

discovery.addons.mozilla.org

Just so I am clear, we just want discovery.addons.mozilla.org to serve services.addons.mozilla.org content right now and in the future we will move discovery.addons.mozilla.org to the new addons-frontend code base?

Correct.

All endpoints are up and active.

I tested https://discovery.addons.mozilla.org/en-US/firefox/discovery/pane/46.0/Darwin/normal seems to respond with expected results.
