'Edit header' box gets hidden inconsistenly when clicking 'Ship It'

Details
STR #1:
1. Go to a new review, don't add any comments/issues.
2. 'Finish Review...'
3. Click 'Ship It'
Notice that the 'Edit header' box stays visible.
STR #2:
1. Go to a review.
2. Add a comment or issue.
3. 'Finish Review...'
4. Click 'Ship It'
Notice that the 'Edit header' box is removed.
Expected: Both 'Ship It' actions should have the same effect.
I'd personally prefer the box to always stay visible, because I usually click 'Ship It' and then I may want to enter extra text.
