When scrolling using the scrollbar tab, Mozilla sometimes misses mouse up events
that happen outside of the mozilla window.

Reproducible: Sometimes
Steps to Reproduce:
1. Click and hold on the scroll bar tab
2. While scrolling (or at least vertically wiggling the mouse)
   move the pointer off the scrollbar tab and outside of the mozilla
   window and release the mouse button within 2-3cm of the window.
3. Return the pointer to the mozilla window and move the pointer   
   vertically within 2-3 cm of the scroll bar.

Actual Results:  As long as the pointer is within the mozilla window and near
the scroll bar, the screen will scroll as if the button was still held down.

Expected Results:  The mouse up event at step 2 should terminate the scrolling
behavior.

Works on both vertical and horizontal scroll bars.  Similar to bug 12011??
Confirmed using FizzillaCFM/2002041712. I was able to get Mozilla to miss the
mouse release event after moving the pointer about 2.5cm to the right of the
vertical scrollbar. Moving the pointer back onto the Mozilla window and then
moving vertically caused scrolling to continue.

I always wondered how the scroll bar would sometimes,
suddenly start moving after releasing the mouse.
Thought it was a problem with my mouse :).

Also happens when mouse is on the scrollbar and an alert comes up.
Until I dismiss the alert, the scrollbar keeps moving.
or is that a different bug?

Marking this as Resolved > Worksforme since the issue doesn't happen on MacOS 10.14 on either of the latest Firefox versions.
If anyone is still able to reproduce this please re-open or file a new issue.
