Details
We can reuse the panel footer styles from the application menu in the other panels. The Downloads Panel is a good candidate for the first instance of reuse, and then we will be able to extend this to the Control Center and the new popup notifications.

We're now reusing CSS variables, so it can probably be considered fixed at least in part.
We can file other bugs if anyone wants to work on different forms of reuse.
