Here is the menu API for the options button: https://dxr.mozilla.org/mozilla-central/source/devtools/client/framework/menu.js There is an existing options-view: https://dxr.mozilla.org/mozilla-central/source/devtools/client/shared/options-view.js I'm also looking into Bug 1176540 as a step into turning the filter button into a horizontal list like many of the other components do.
