Due to an error with the item level targeting the below registry path was deleted:
HKLM\SOFTWARE\Microsoft\Windows NT\CurrentVersion\Winlogon\userinit
Beginning with 001 through 020.

The first set started coming back with the same issue of the machine spinning on "loading personal settings". Completely remove all changes to the domain surrounding the above mentioned change and rekicked off the install of 001.

61 through 80 now installing. I am going to continue in batches of 20 and update in there is an issue.
