reenable ability to set preference (i.e. undo bug 1193958) -after- release blockers are fixed (bug 845952)
However, bug 845952 may need some cleanup, or make the subset of "true blockers" to block this bug.
guess I made an error - in release 45 it can be set for new accounts that haven't yet downloaded any messages. But of course, it is not the default.
