Yes, there are some unfortunate layout issues with the modal. I don't think they need to block enabling, though. The overlay being too short is covered by bug 1286001. I am assuming "scroll area is narrow" refers to the top of device modal getting pushed off the top and you can't scroll up to it. Let's focus this bug on that part.
