STR:
1. Open as many tabs as to create the right hand arrow for selecting more tabs
2. Open https://duckduckgo.com/
3. Open dev tools
4. Trigger the responsive design mode button
5. See the right arrow highlight orange(Ubuntu theme), then to a black arrow

Expected if on the right most tab the arrow should be a pale grey rather than black and shouldn't highlight.

Closing the RDM changes the arrow back to the grey color.
Ah, thanks for the report!  It's related to a hidden tab used by RDM.  Most likely we should tweak this to ensure scrollbutton-down isn't highlighted for that case.
