Once bug 1315615 lands, there's just a few more failures to fix up, and then we can enable no-unused-vars for the local scope for all of browser/

Note: I'll wait for bug 1315615 to land before landing this, but thought it worth getting in the review queue, as some of these are new errors raised in the last week.
