1323253 - Enable CPOW checks in Marionette

Bug 1244425 and bug 1280947 has made it into Firefox 50, which is currently the stable Firefox.  This means we’re safe to remove the dom.ipc.cpows.forbid-unsafe-from-browser preference and enable unsafe CPOW checks in Marionette.

it is now safe to enable unsafe CPOW checks in Marionette.
