Thunderbird 53.0a1 20170102030205 and 52.0a2 20170102004003 (both 32-bit) on Windows 8.1 64-bit

Menu Tools > Developer Tools > Developer Toolbox only opens an empty window. This has already been noticed by aleth in bug 1279834 comment 17. For him, it occurs sometimes, for me it fails always. Nothing in the error console. Also reproducible with a new profile and with and without -no-remote. Remote debugging with a connection from Firefox into Thunderbird also fails, but still works in Thunderbird 50.0b3.
