This one is a spin off from "Bug 241213 - Message window for .EML file needs working commands"

Steps how to reproduce with official  German SeaMonkey 2.46 FINAL  (Windows NT 6.1; WOW64; rv:49.0)  Gecko/20100101 Firefox/49.0 Build 20161213183751  (Default Classic Theme)  on German WIN7 64bit:

0. Download Bug Attachment "ThisIsAtestEmailFor_emlImport.eml" 
1. Launch Email Client
2. Menu 'File → Open File → Browse for "ThisIsAtestEmailFor_emlImport.eml"
   and open
   » File opens 
3. Menu 'View'
   Expected: Menu item 'Character Encoding' should be active and work
   Actual: dieabled / greyed

a) This is not a general "Separate View Window" problem. I opened the 
   source email for the attachment form Drafts Email Folder with
   'Rightlick (in Thread Pane) → Open Message in New Window' and 
   checked 'View' Menu: 'Character Encoding' is active 
b) Menu Item is active in "53.0a1 (2017-01-09) (64-bit)"
c) It's unclear with which version this issue appeared, Bug 241213
   is from 2004
d) A solution might be to port Fix for 
   "Bug 806011 - Can't change the character set for opened saved message"
   to SeaMonkey?

I see some additional problems with installation of unofficial (by wg9s) De SeaMonkey 2.53.4beta 1 pre Mozilla/5.0 (NT 6.1; Win64; x64; rv:60.0) Gecko/20100101 Firefox/60.0 Build 20200604210008 (Default Classic Theme, newly created User Profile) on German WIN7 64bit I can't remember whether they are new or wehter I did not see them when I reported the bug):
f) Several Icons are inactive
g) Menu ˋView → Message Sourceˊ looks active, but does nohing (works fine with Thunderbird 63.0a1 (2018-08-09) (64-bit)

There are many known problems with saved mail import. I think I have another bug open for this. Needs further de-rdf work before we can fix this. There are even some problems in TB up to 68 with this.
