The change in bug 1339594 resulted in several new crash reports resulting from timeouts/hangs. I don't see any evidence of timeout handling here, and the crash report was generated from File "C:\slave\test\build\tests\talos\talos\ttest.py", line 47, in check_for_crashes which was in place before my change. I think this crash report is not related to my change.

Bug 934310 has been tracking failures in Windows Talos other, sessionrestore test due to a hang. Bug 1378816 modified the timeout so that the hang would produce a crash report. Now those failures are being reported here, and in bug 1109124.
