Details
Flash blocking features including:
- Preferring non-Flash fallback content (Bug 1282484)
- Blocking based on lists (Bug 1307604)
- Click-to-play by default
are currently available, but are pref-ed off. Once needed testing and studies are complete, the default preferences should be changed such that Firefox's default behavior is to block Flash using those mechanisms.

I believe that the preference values that will need to be set are:
- plugins.flashBlock.enabled = true
- plugin.state.flash = 1
- plugins.favorfallback.mode = "follow-ctp"
- plugins.favorfallback.rules = "video"
These preferences and their values are not final.
