Details 
Following bug 653670, I think we shouldn't fade out the URL bar text on a New Tab.
Having the "Search or enter address" text faded out (when focused and not) probably makes no sense.

This bug may (or may not) apply also to Firefox's pages such as about:debugging, about:config etc.
