When all <b>Personal Toolbar</b> links are deleted, no new ones can be placed by drag ´n drop on the toolbar.
I checked again and it seams that this problem accours when I delete my PERSONAL TOOLBAR FOLDER with the Bookmark Manager !
you can set a new personal toolbar by selecting a folder and using View -> Set as Personal Toolbar Folder. The problem with deleting folder not clearing toolbar after the folder is deleted is bug 85522.
Reproduced on W95, definitely happening - with empty personal toolbar you can't drag and drop a bookmark.
