138015 - Shift +Tab stops on one section

After opening the above mentioned web site, start hitting tab and go to bottom
of web page then Alt+ Tab back towards top.  The Alt+Tab stops at about
center(central america) and will not go any higher on the page. 
** works normally on IE 5.5 

Reproducible: Always
Steps to Reproduce:
1. Open Netscape Browser 
2. go to http://travel.excite.com/
3. Tab thru entire page till you reach bottom index options
4. Alt+Tab back towards the top 


Actual Results:  after Tabbing down - when trying to tab back to top it stops
about the center area where it says central america and goes no farther.  Yet
you can tab down and just let it start over at the top with just the Tab key.  


Expected Results:  You should be able to Alt+Tab all the way back to top just as
you can with just Tab.  

Tried this on different browsers all work except inside en-US; rv:1.0rc1)
