mstange and I looked at this profile today in The Joy of Profiling Episode 8[1]. We spun out bug 1385437 from our analysis. WebRender will help with the LayerBuilding step, eventually. What makes you think this is DisplayList building Milan? I don't think it's qf:p1, but I don't see exceptional displaylist building times in here.
