1388714 - Please add :garbas, :kmoir, and :nthomas as members of release-notifications

Like said in bug 1388273, all 3 have a Heroku account. They may need to be added to the corporate org.

Could you add them to the member list of [1]. Can they have the "deploy" and "operate" access?

Hi!

I've checked and you already have access to the app / are the most recently active person on the activity tab - so I'll take that as proof of authority for it :-)

I've:
* Added nthomas@moco to the Mozilla heroku org as type `member` (the other accounts were already added)
  - Side note: this isn't technically necessary since people can be added as one-off collaborators to individual apps, but makes it easier if people want to add extra apps.
* Verified 2FA enabled for all three.
* Given view+deploy+operate permissions to that app for all three (view is mandatory).
* Additionally given the `manage` permission for this app to your account (jlorenzo+heroku@) so you can self-serve these permissions in the future.

If there are any problems, just shout! :-)
