Idea #1 from brainstorming: hamburger menu button for on/off.
- Default: off
- Setting is sticky between app restarts
- Same for all tabs (would toggle only reload the current tab?)
- Setting is same for private and non-private mode
- Implementation work: minimal
- Users won't like: the global toggle, such that all tabs are affected

Repurposing this bug slightly as the Tracking Protection feature bug. The initial work is done for UI implementation and Content Blocking API hookup. Patch forthcoming...
