update icon on hamburger button with Compact Density
similar to bug 1359488, but now this happens only on Compact Density
Steps to reproduce:
1. Run 57.0a1 (2017-08-26) (64-bit)
2. choose Light theme (I'm not sure if this is related)
3. choose Compact Density in customize menu
4. wait for update
Actual result:
update icon on hamburger button overlaps with the outline of tab/toolbar and
the outline looks broken
Expected result:
no overlap and the whole outline is rendered.

(I'm not sure if the current Compact Density and the Compact Theme at the point of bug 1359488 are same tho...
