Follow-up to Bug 260611 - see Bug 260611 comment #95 in reference to https://bug260611.bmoattachments.org/attachment.cgi?id=8893205 for why this was split from that bug. When Bug 260611 lands, setting browser.bookmarks.openInTabClosesMenu to false, will keep the menu open for Ctrl-click, middle-click, and the contextmenu's 'Open in a New Tab'. Per Bug 260611 comment #63, Ctrl-Enter should do likewise.
