I've somehow managed to create an unfocusable new tab. Clicking it with the mouse doesn't do anything, and I can't cycle to it via Cmd+Shift+]. However, if I press that key combination twice, I can cycle to the next tab after the ghost one. Screencap attached. (FWIW, the leftmost "New Tab" in that screencap also has the wrong favicon, but that seems unrelated to this...maybe bug 1403414?).
The Browser Console is also unhappy. I see errors like "TypeError: invalid 'in' operand browser" pointing to https://searchfox.org/mozilla-central/rev/19b32a138d08f73961df878a29de6f0aad441683/browser/base/content/tabbrowser.xml#2425, "TelemetryStopwatch: key "FX_SESSION_RESTORE_COLLECT_DATA_MS" was already initialized" at https://searchfox.org/mozilla-central/rev/19b32a138d08f73961df878a29de6f0aad441683/toolkit/components/telemetry/TelemetryStopwatch.jsm#358-359, and "TypeError: browser is undefined" at https://searchfox.org/mozilla-central/rev/19b32a138d08f73961df878a29de6f0aad441683/browser/components/sessionstore/TabState.jsm#100.

That entire window is all sorts of borked. Trying to close the tabs around the ghost one throws errors like "TypeError: oldBrowser is null" at https://searchfox.org/mozilla-central/rev/19b32a138d08f73961df878a29de6f0aad441683/browser/base/content/tabbrowser.xml#1418.
