Go to accuweather.com.

Start scrolling.

Notice that pictures flicker.  Also some text displays incorrectly.

In bug 1402490 comment 3 (attachment 8918477 [details]) the video player is completely broken, but it looks similar, I think.
Same root cause?

I just open bug 1409636 to trace the video flicker during scrolling.

layers.async-pan-zoom.enabled

Flicker happens with pref disabled.

I tested both comment 0 and comment 2 and they were fixed by bug 1410304:
